If it is from the US they probably mean apron collars. I have a pre-rationing dress that has a HUGE collar that looks like you are wearing a apron. This was fashionable at the time, but not allowed because it's really wastefull of fabric.

That is an example of the style. See how it has a second piece OVER the bodice resembling an apron. I had a fabric rationing book that specified aprons in general were OK, but had to not be gathered, and couldn't cover the top half of a dress or something to that effect.

I have a fancy apron beloging to my great-grandmother that is from this era. It was homemade from other things, and thus not subject to rationing. The apron is made from a white eyelet bedskirt. It was a pride and joy, because it has a fairly full ruffly bottom. The pattern was cut in sections around stains heh.

I should show you guys pics of my 40s/early 50s clothes collection. I have a 1948 red hawaiian print dress and crinoline that is AMAZING among several others.
